Johnson is expected to underscore his commitment to leaving the European Union on October 31, with or without a deal, later this week when he meets with German Chancellor Angela Merkel and French President Emmanuel Macron ahead of the G-7 summit in Biarritz.

European leaders have repeatedly rejected reopening an accord agreed by May past year but then rejected by British lawmakers on three occasions, despite Johnson's threats that the country will leave then without an agreement.

"This is a clear signal to the people of this country that there is no turning back - we are leaving the European Union as promised on October 31, whatever the circumstances - delivering on the instructions given to us in 2016". Senior party official John McDonnell supported the demands of more than 100 lawmakers who signed a letter demanding that Johnson cut short Parliament's summer recess to permit debate on the Brexit crisis.

Legislation drawn up to deal with the issue is stuck in parliament in the House of Commons gridlock over Brexit.

Parliament is set to break up again shortly after it returns, with the main parties holding their annual conferences during the September break.

The documents published by the Times also quote officials as warning that up to 85 per cent of all trucks wouldn't be ready for French customs at the critical English Channel crossing that day, causing lines that could stretch out for days.

The availability of fresh food would be diminished and prices would go up, the newspaper said.
