Justice Department Sues Edward Snowden for Releasing Memoir Without CIA Review

He added, "Had Mr Snowden believed that the government would review his book in good faith, he would have submitted it for review".

The DOJ's lawsuit claims Snowden violated his signed agreements with the CIA by not submitting his book to a pre-publication review, and it also accuses Snowden of violating his NDAs with his speeches about intelligence gathering.

The US Department of Justice may never be able to prosecute Edward Snowden for his procurement and distribution of highly classified information from the network of the National Security Agency.

The government says it will seek to "recover all proceeds" from the book.

"I would like to return to the United States", said Snowden, whose memoir, "Permanent Record", is to go on sale on Tuesday.

Snowden, the suit contends, "published a book entitled Permanent Record in violation of the non-disclosure agreements he signed with both Central Intelligence Agency and NSA".

"Intelligence information should protect our nation, not provide personal profit", said G Zachary Terwilliger, the United States attorney for the eastern district of Virginia.

In his Guardian interview, he neither confirmed nor denied a detail from Oliver Stone's 2016 film Snowden, a dramatization of his story which showed him, played by Joseph Gordon-Levitt, smuggling secrets on a memory card stuck to a Rubik's cube.

After seven years of working for the NSA and CIA, Snowden says he concluded that both agencies had "hacked the constitution" with extensive government surveillance, putting everyone's liberty at risk and forcing his hand to leak the information to the media. The book's publisher was also named in the lawsuit. "More so, he argues, given that private companies have become the new data behemoths".

"This matter is being handled by the United States attorney's office for the eastern district of Virginia and the Department of Justice's civil division".

"The United States' ability to protect sensitive national security information depends on employees' and contractors' compliance with their non-disclosure agreements, including their pre-publication review obligations", Assistant Attorney General Jody Hunt said in a statement.

In Russia, Snowden remains for the moment beyond the long arm of the law.
