Donald Trump, Joe Biden spar over Ukraine after whistle-blower complaint

House Intelligence Community Chairman Adam Schiff (D-Calif.) on Sunday threatened to withhold funds from the intelligence community unless the government discloses the whistleblower complaint recently lodged against President Donald Trump.

Michael Atkinson, the USA government's intelligence inspector general, has described the whistleblower's August 12 complaint as "serious" and "urgent", but he has not been allowed to turn over the complaint to Congress, a move that he created a fresh clash between the government's executive and legislative branches.

The story was first reported by the Washington Post as a whistleblower claim about Trump making some type of "promise" to a foreign leader, which may have been of a nefarious nature.

Other legislators have called for Democratic leadership to pursue impeachment immediately, but House Speaker Nancy Pelosi, the Democratic leader in the House of Representatives, has so far resisted calls to formally begin the process. "The new president is saying that he's going to be able to rid the country of corruption and I said that would be a great thing". In his remarks to reporters, he then raised Biden as an example, although there is no evidence of wrongdoing by Biden or his son Hunter, who was on the board of a Ukrainian gas company.

In a letter to colleagues later on Sunday, Pelosi warned the administration against keeping the details of the whistleblower complaint secret.

While speaking to reporters outside the White House Sunday morning, the president said he and Zelensky agree that they don't want USA citizens, including the former vice president and his son, Hunter Biden, creating more corruption in Ukraine.

On Friday, Pelosi spoke to NPR about whether or not a sitting president can be indicted and she said, "I do think that we will have to pass some laws that will have clarity for future presidents", seeming to say the topic is too muddled to move ahead against Trump. If the allegations are sustained, there would be an "open-and-shut" case for impeachment, he said.

Impeachment proceedings in Congress, which begin in the House, can lead to a president being removed from office, but Democrats would need support from Trump's fellow Republicans who control the Senate.

"I've never spoken to my son about his overseas business dealings", Mr Biden said.

Biden's son, Hunter, is on the gas company's board of directors.

Biden said in Iowa on Saturday that "Trump deserves to be investigated" for "trying to intimidate a foreign leader, if that's what happened".
