Bylaw officers told to crack down on Uber: Surrey city councillor

A Vancouver Uber driver says he was shocked to get a bylaw infraction ticket after he accepted a ride request in Surrey. As soon as he said yes, two uniformed bylaw officers approached him, told him they were from the City of Surrey, and informed him he didn't have a licence to operate in Surrey.

Uber and the City of Surrey weren't available for comment.

"I arrived (in the parkade) and a woman flagged me down and I rolled my window down and she said, 'Are you with Uber?,' " Altamirano Medina said.

Surrey Mayor McCallum disagrees, believing the ride-share service would be damaging to the city's taxi services. "Like a lot of people, finally, it's coming here", he said.

Metro Vancouver is now working on region-wide business licences for ridesharing companies but said there will be no significant movement on the initiative until February.

Uber just got to the city of Surrey in British Columbia, but now it's being told by their mayor Mayor Doug McCallum to hit the road.

"Uber and drivers have all the required approvals from the provincial government and the Passenger Transportation Board to operate in Metro Vancouver. We look forward to working with all Councils on a path forward for the regional licencing of this new industry", Uber's head of western Canada Michael van Hemmen wrote in the statement.

They then gave him a warning notice, which says he's in violation of Surrey's business licence bylaw: "No person will carry on business in the city without holding a valid and subsisting licence".

"To call a vehicle that you are not wanting to use to issue a warning, to me, is totally inappropriate, and their time should be used for better things in terms of doing bylaw enforcement in Surrey", said Annis.

But van Hemmen said the threat of local fines won't keep Uber out of Surrey.

"Premier Horgan has been clear that municipalities do not have the authority to prevent ridesharing companies from operating", he said.
