  • Human Rights Watch: More Than 200 Salvadorans Were Abused, Killed After Deportation

An additional 70 others were beaten, sexually assaulted, extorted, or tortured by gangs, former intimate partners and Salvadoran police or security personnel, Human Rights Watch said in a statement summarizing the findings.

The report calls for the U.S.to reverse recent restrictions on migration and refugee rights, as well as to expand the prerequisites for asylum.

For instance, 17-year-old Javier escaped gang recruitment in 2010 and sought asylum in the U.S. where his mother Jennifer had already fled.

Worldwide law binding on the United States prohibits the return of anyone to a country where they face serious risks to their lives or safety.

The United Nations reported previous year that killings in El Salvador, a majority of them linked to gang conflict, have declined from a peak of more than 6,000 in 2015. Since being inaugurated as president of El Salvador, Bukele has mostly focused on aligning himself with President Donald Trump, who has worked to curb immigration from Central America to the United States.

After living in the US for five years, cousins Walter T. and Gaspar T. were deported to their home country of El Salvador in 2019, where they were ripped from their beds one night and beaten by police, according to a new report by Human Rights Watch. She added, "We are deeply concerned by the Trump administration's effort to literally eviscerate the right to seek asylum in the United States". Jacinto was shot dead in public just two weeks after our interview. Óscar now moves between houses in hiding.

The number of Salvadorans fleeing has soared, with asylum applicants in the United States increasing by nearly 1,000% in five years to 60,000 in 2017, according to U.N. figures, the Guardian reported.

An undated file photo shows a local leader of the Mara Salvatrucha gang showing a hand sign in a cell at the detention center in El Salvador.

Cousins "Walter T." and "Gaspar T." fled gang recruitment when they were 16 and 17 years old, respectively. It also accused the United States of "putting Salvadorans in harm's way in circumstances where it knows or should know that harm is likely".

In the case of police, they often assume anyone the USA has sent back has gang ties or was convicted of a violent crime, the organization said.

The thrashings went on there for three days, according to the men.

Between 2014-2018 the US deported about 111,000 Salvadorans back to their homeland, which has always been in the grip of fierce gang violence. They come to the gate in front of his house and threaten to kill him.

Rolling back the programs would open up over 900,000 Salvadorans to deportation, many of whom would appear as immediate targets for gangs.

The dire security situation is well documented, but despite this, the USA continues to deport Salvadorans to face abuse and even death, according to HRW.

"No government, United Nations agency, or nongovernmental organization has systematically monitored what happens to deported persons once back in El Salvador". "Salvadoran deportees from specific neighborhoods or those who lived in the United States for some time, face additional heightened and unique risks".

Some longtime US residents who were sent back ran afoul of criminals because they no longer knew the "many unspoken rules" of Salvadoran society, the group said, arguing that's a reason to curtail deportations and welcome those migrants streaming north. The remaining three-quarters either lack papers, hold a temporary status, or have a pending asylum claim.

Parker told the Post that a majority of the Salvadorans - 109 - were sent home during the Obama administration.
