When asked why the USA had been exempt from the closure of the border to non-Canadians, Trudeau said that as Canada's closest neighbor, the country was viewed in a different category than other countries.
"All Canadians as much as possible should stay home", he said.
Asked why USA citizens were exempt, Trudeau said the close bilateral integration meant the United States was in a different category from other nations but added that more measures could be announced soon.
Officials also announced the arrival of global flights will be limited to the country's four largest airports: Toronto Pearson, Vancouver, Montreal and Calgary.
"Let me be clear", Trudeau said during Monday's announcement: "If you are overseas, it's time for you to home".

Trudeau said the exemption for Americans, despite the rapid rise of cases in the USA, was due to "the level of integration of our two economies".
