NY state suffered another quick and brutal rise in the number of COVID-19 cases on Tuesday, staggering hospitals at the U.S. epicentre of the coronavirus epidemic, as California said it could be facing the next major wave of the disease.

Schumer estimated NY would receive more than $40 billion worth of federal funding, but that includes $15 billion in unemployment insurance and $15 billion in direct checks for taxpayers - money that all Americans will get - plus a $3.8 billion bailout of the MTA, and tens of billions of dollars in hospital funding.

"It would really be awful for the state of New York", Mr.

New York Governor Andrew Cuomo says 40,000 doctors, nurses, respiratory therapists and other medical professionals have signed up to join a surge health care force to help fight the coronavirus outbreak.

Even so, new cases rose by more than 5,000 in the past 24 hours, giving the state more than 30,000 positive cases, roughly 10 times the number in the state with the next highest total, New Jersey, Cuomo said.

Nationwide, COVID-19, which broke out late past year in Wuhan, China, has infected more than 53,000 people and killed at least 720. Sherman noted that beyond NY, "every state and federal agency was aware of this risk, the federal government more than anyone".

In a news conference, Cuomo said the change in the infection rate is not encouraging.

The state has more than 37,000 confirmed cases and 385 deaths. "But they're effective and necessary and evidence suggests that they have slowed the hospitalizations, and slowing the hospitalization rate is everything, so the hospitals can deal with the rate of people coming in". But the governor warned that much more work needed to be done. "We have probably the biggest employers of any other state. But, the theory is: given the density that we're dealing with, it spreads very quickly, but if you reduce the density you can reduce the spread very quickly", Cuomo said. The office called attention to the fact that the report is five years old and that it "never recommended the State procure ventilators - it merely referenced that NY wouldn't be equipped with enough ventilators for a 1918 flu pandemic". Trump this week has pushed to reopen commerce by 12 April, Easter Sunday, and on Wednesday blamed news outlets for exerting pressure to keep restrictions in place.

The governor said he's watched as projections bounce around but called the apparent slow of the spread a positive sign.

"Once you address that hot spot with that intensity - intense equipment, intense personnel - then shift to the next hot spot", Cuomo said.

The governors of at least 18 states in recent days have issued stay-at-home directives.

Just over half the United States population is now under stay-at-home orders as the authorities around the country seek to stem the spread of the virus.

But while the drug trials begin, experts still point to self-quarantining, especially in New York State, as the most effective way to prevent the spread of the novel coronavirus.

Even before states began adopting those measures last week, the pandemic paralysed parts of the USA economy and upended daily life as schools and colleges closed and workplaces shuttered voluntarily or under local government orders. He said many Americans will receive it in a few weeks.
