Morrison said it was important for some retail outlets to remain open for now to allow people to gather essential items ahead of further social distancing restrictions, but he warned further closure of businesses was imminent.

The Prime Minister has defended the move to allow passengers on board the Artania into Perth to be treated in private hospitals as following the "moral rules" observed by the whole global community during the COVID-19 pandemic.

State and territory governments are expected to make the limit legally enforceable, possibly carrying significant fines for any breaches.

Australia now has more than 4000 confirmed cases of the virus, and 16 people have died.

As well, there is new advice relating to who should self-isolate.

The Prime Minister strongly advised that people aged over 70, those with a chronic illness aged over 60, and Indigenous Australians over the age of 50 should stay at home as much as practical.

The spread of the coronavirus in Australia is showing some early signs of slowing, according to the government's chief medical officer Brendan Murphy.

He also said that there would be a six-month moratorium on evicting people who find themselves in financial distress.

The limit won't apply to members of the same household or family units, Mr Morrison said.

Victoria and Queensland's death tolls have now risen to four and two, respectively.

Measures will be put in place to encourage agreements, as part of the idea of "hibernating" businesses until the coronavirus crisis passes.

"This time last week, the rate of increase from cases was up around 25-30 per cent a day".

At the country's global airports, police oversaw the transfer of Australians returning home to hotels or other facilities for monitored quarantine for 14 days. "We need to continue to do the things that we've committed ourselves to do to save lives and save livelihoods and I want to thank Australians for their strong support and growing support for the measures that are necessary to do just that".

"We will treat these people with absolute respect and dignity but we will need their support", NSW Police Commissioner Mick Fuller said.

"The 14 days, I am sure, will be a challenge for them and perhaps the food is not up to standard or they feel that the bed is not as comfortable as their own".
