The order also says that the U.S. is not part of the moon agreement.
Kremlin spokesman Dmitry Peskov said it would be "unacceptable" for the U.S. to unilaterally privatize space.
In a statement, the president said: "After braving the vast unknown and discovering the new world, our forefathers did not only merely sail home-and, in some cases, never to return. They stayed, they explored, they built, they guided, and through that pioneering spirit, they imagined all of the possibilities that few dared to dream".
According to Trump's executive order, the USA will object to any attempt to use worldwide law to hinder its efforts to remove chunks of the moon or, should the opportunity arise, additional mining of Mars and "other celestial bodies".
"Americans should have the right to engage in commercial exploration, recovery, and use of resources in outer space", the order states, noting that the USA had never signed a 1979 agreement known as the moon treaty.
"Outer space is a legally and physically unique domain of human activity, and the United States does not view space as a global commons".
Trump also tasked the US State Department with negotiating "bilateral and multilateral arrangements with foreign states regarding safe and sustainable operations for the public and privacy recovery and use of space resources". The order reaffirms U.S. support for the 1967 Outer Space Treaty while continuing to reject the 1979 Moon Agreement, which only 17 of the 95 Member States of the United Nations Committee on the Peaceful Uses of Outer Space have ratified in the past four decades. The US does not consider space a "global commons", the order says, meaning the US should be able to drill there without needing an worldwide treaty.
