The coronavirus pandemic is far from over but several states have already started the process of reopening the economy. Instead, there will be a gradual reopening. "The only way we will defeat this virus is working together with the state to ensure all nursing homes and assisted living providers are afforded the necessary resources to accomplish this goal", said Stephen Hanse, president and CEO of the New York State Health Facilities Association and the New York State Center for Assisted Living.

By Monday, New York state has reported as many as 93 cases of children with a rare inflammatory syndrome likely linked to COVID-19, said Cuomo.

"It's an exciting new phase".

"We're all anxious to get back to work", Cuomo added. "We want to do it smartly, we want to do it intelligently, but we want to do it".

Cuomo has set a series of seven criteria for a region to begin opening that include sufficient testing capabilities, 14-day declines in the number of hospitalizations, as well as teams of 30 contract tracers per 100,000 residents. Among those are a decline in hospitalization over a 14-day period as well as a decline in coronavirus deaths.

If a region sees a failure in meeting all the seven metrics, the reopening effort would be paused until those metrics are met again, he said.

The Mohawk Valley and Southern Tier already meet all seven requirements for reopening, according to the governor.

Cuomo attributed the falling case counts to the response, which involved imposing restrictions throughout the entire state on March 22 as the New York City area emerged as a major virus hotspot.

Phase three will include restaurants, food services and hotels and phase four covers the arts, entertainment, recreation and education. Once businesses reopen, they must have adjusted hours and shifts, implement sanitation standards and require masks if people are in close contact.

The Warwick Drive-In, one of the many drive-in theaters in NY that can reopen on May 15th.

Some "low-risk" businesses such as landscaping companies and drive-in movie theaters will be allowed to reopen on Friday, when the state's stay at home order is scheduled to expire.

In each region there will be a Regional Control Room that will closely monitor progress and act as a circuit breaker ready to step in, said Cuomo.

"You're increasing the activity, you're watching the infection rate, you're watching the hospitalization rate", Cuomo said. "And it was because we were smart and because we were unified, and because we did that, we averted tragedy". "He applauded efforts to increase hospital capacity to meet projections, as well as lockdown measures that prevented" thousands" of deaths. New York City has the least number of metrics satisfied state-wide. "We're now on the other side of the mountain ..."

Andrew Cuomo (D) announced Sunday that nursing homes would no longer be forced to accept patients with COVID-19 who are discharged from hospitals, according to ABC News.
