She went on to say that she hopes to lift restrictions over the next three months.

As much of California and many other states proceed with plans to reopen, Dr Anthony Fauci - a top member on the White House's Covid-19 task force - warned on Tuesday that moving too quickly risks a reemergence of the virus that "we will not be able to control", stressing that fall could see a new outbreak if containment measures are repealed too quickly. Although the stay at home order will likely be extended, some aspects of the order are being eased.

Under a phased reopening plan the governor rolled out last week, some in-restaurant dining, auto washes and malls could also be allowed to reopen in coming weeks if public health officials in a county are able to demonstrate that the spread of the virus has stabilized, testing is sufficient and so is hospital capacity. Shopping centers including strip malls and outlet malls will be allowed to reopen with in-store customers in counties certified to have contained COVID-19, while vehicle washes and pet groomers can also resume operating with safeguards. To date, there have been 1,520 deaths attributed to coronavirus in the County - accounting for more than half of the statewide total.

Most of California failed that test, the Times analysis found. As the state approaches the next phase of the crisis, vastly different approaches are emerging. Not a single county in Southern California or the San Francisco Bay Area met the criteria. As of Tuesday afternoon, there are over 32,000 positive coronavirus cases in the county and nearly 1,600 deaths.
