Rome (dpa) - Italy took the biggest step towards a return to post-virus normality on Monday, with the resumption of most commercial activities as well as of religious services.

More than 31,000 people have died, leaving Italy with the highest death toll after the United States and the UK.

The decree was signed by Prime Minister Giuseppe Conte on Friday and published early on Saturday, the BBC reported.

The comments by Italian Prime Minister Giuseppe Conte and British Prime Minister Boris Johnson came as nations around the world and USA states are both struggling with restarting economies blindsided by the pandemic. Schools are still closed and mass gatherings are not allowed, although mass may be attended, with restrictions, starting next week.

But on Wednesday, the European Union set out plans for a phased restart of summer travel, urging member states to reopen its internal borders, while recommending that external borders remain shut for most travel until at least the middle of June.

At the Vatican, St Peter's Basilica also reopened, while some other tourist hotspots, like the Colosseum, are expected to wait until the end of May before welcoming back visitors.

After more than two months of one of the world's strictest nationwide lockdowns, the country that has lost almost 32,000 people to the coronavirus is ready to open up.

Shops, bars and restaurants are re-opening today, and people no longer need to provide a reason for travel within their own region.

The Italian government has chose to permit unrestricted travel between Italy and other Schengen countries and within Italy itself starting June 3, on its Friday session of the Council of Ministers.

On the other hand, said Massimo Galli, the leading expert in infectious diseases at Milan's Sacco hospital in an interview with La Repubblica daily, "we must give it a try".

The government warned that if numbers of new cases were to start increasing, the relaxation of restrictions could be revoked.

Germany, which is a four-hour drive from Italy, is instructing citizens not to travel overseas for tourism until at least June 15.

"We are facing a calculated risk, in the awareness ... that the epidemiological curve could go back up", Conte said late Saturday.
