After having experienced years of American unilateralism, USA allies in Europe no longer believe that President Donald Trump will offer them much, reported The New York Times.

U.S. President Donald Trump directed the Pentagon to reduce U.S. military presence in Germany by September, U.S. media reported on Friday.

Johann Wadephul, the deputy chair of the parliamentary group of Angela Merkel's Christian Democratic Union (CDU), described the withdrawal as a wake-up call.

"These plans demonstrate once again that the Trump administration neglects a central element of leadership: the involvement of alliance partners in the decision-making process", Mr Johann Wadephul, deputy leader of Dr Merkel's CDU-led caucus group, said in an e-mailed statement on Saturday, complaining that the U.S. hadn't notified the German government before the decision.

"Everyone profits from the alliance sticking together, only Russian Federation and China profit from discord. Washington should pay more attention to that". "We've picked up over US$140 billion (S$195.3 billion) of additional money, and we look like we're going to have at least another US$100 billion more in spending" in 2020 by North Atlantic Treaty Organisation members, excluding the United States, the president said at the time.

Congressman Eliot Engel, chairman of the House Foreign Affairs Committee, described the decision as reckless. "I can not see a rational ground for such a withdrawal".

The US troops in Germany are said to play a key role in ensuring security in Europe.

Two conservative German lawmakers have criticized President Trump's reported decision to yank more than a quarter of American troops out of their country, with one saying Russian Federation and China will be the real winners of discord in the West.

There are approximately 34,000 United States troops stationed in Germany. The formal order to begin moving troops has yet to be given but is expected soon. Current rotations in the country number 5,500 personnel.

The second official said the change was ordered in a memorandum signed recently by Trump's national security adviser, Robert O'Brien. Trump has pressed Germany to raise defense spending and accused Berlin of being a "captive" of Russian Federation due to its energy reliance.
