Powell served under former President George W. Bush as the first black secretary of state, and was chairman of the Joint Chiefs of Staff during the administration of President George H.W. Bush.

"We have a Constitution", Powell said. We have to follow that constitution. "And the President has drifted away from it", Powell said on CNN's "State of the Union".

Powell responded by saying Trump "has not been an effective president, " then simply said, "He lies all the time".
