Police said the deadly shooting unfolded just before dawn on Monday in the city's CHOP, or Capitol Hill Organized Protest, zone.

One of the wounded men was brought to the Harborview Medical Center at about 3.15am in a private vehicle before the second man was brought in about 15 minutes later by Seattle Fire Department medics.

The hospital said one man died and the other was in critical condition, Seattle police didn't immediately release any further information.

One of the victims had gunshot wounds to his hip, arm and temple.

Seattle police chief Carmen Best has told reporters that her officers are unable to respond to emergency calls - including rapes, robberies, and "all sorts of violent acts that have been occurring in the area" - because they are not allowed inside the area.

'I'm not certain if anyone else was hit by gunfire, there were bullets flying all over the place'.

Protestors in the Seattle's autonomous zone, known as CHOP, have said the area is fractured.

Members of CHOP security openly carry around pistols and other weapons.

Since June 8, scores of demonstrators have been stationed on several blocks around the Seattle Police Department's East Prescient.

In the previous fatal shooting in the zone, a 19-year-old man was killed on June 20 and a 33-year-old man was wounded.

Seattle Mayor Jenny Durkan met with demonstrators Friday after some lay in the street or sat on barricades to thwart the city's effort to dismantle an "occupied" protest zone that has drawn scorn from President Donald Trump and a lawsuit from nearby businesses. City leaders spent the weekend attempting unsuccessfully to negotiate with organizers in the area. In the suit, filed in U.S. District Court for the Western District of Washington, the plaintiffs say that they support Black Lives Matter and understand the importance of fighting against racial injustice and police brutality. But they said they had limited access to their businesses, and sometimes have been threatened for photographing protesters in public areas or for cleaning graffiti off their storefronts.
