President Donald Trump has signed a memorandum that seeks to bar people in the USA illegally from being counted in congressional reapportionment.

"I was proud to vote in favor of the NO BAN Act which would immediately rescind President Trump's racist Muslim Ban and amend federal immigration law to explicitly prohibit discrimination based on religion", Foster said in the statement. The latest version of the ban affects travel from five majority-Muslim nations - Iran, Somalia, Yemen, Syria and Libya - in addition to North Korea and by some Venezuelan government officials and their families.

Trump's congressional apportionment policy is only one part a several-pronged effort to use the census to shift political power away from immigrant-rich parts of the country in favor of white, more rural populations.

It would also require the State Department and the Department of Homeland Security to consult with Congress before placing any travel restrictions, while those harmed by restrictions would be given the ability to sue in federal court.

Congresswoman Rashida Tlaib, who presided over the vote, said the travel ban was "a federal endorsement of discrimination" that would not stand.

"At a minimum, [NO BAN Act] would cause unsafe delays that threaten the safety, security, and health of the American people", the statement said.
