Mais selon le président turc, Tayip Erdogan, partie prenante dans le conflit, cet accord n'était pas fait pour durer.

Plus tard dans la journée, la diplomatie française a salué un accord qui "montre l'aspiration de tous les Libyens à la souveraineté, face aux ingérences extérieures". Pour la population, épuisée par les combats et les divisions, ce cessez-le-feu permanent est une lueur d'espoir. "Cet accord marque une étape importante vers une Libye souveraine, stable et unie", a déclaré la porte-parole du ministère français des Affaires étrangères, Agnès von der Mühll, saluant "le sens des responsabilités" des Libyens.

Dès mercredi, les belligérants avaient convenu, en Suisse, de rouvrir les principales voies terrestres et les liaisons aériennes internes.

Les deux parties avaient aussi convenu d'accroître la production de pétrole, en demandant, selon Stephanie Williams, à leurs commandants "de travailler avec le représentant de la National Oil Corporation (NOC, la compagnie publique) pour proposer une restructuration des gardes des installations pétrolières".
