Luis Arce Catacora, the candidate for Bolivia's Movement Towards Socialism (MAS) party, has been named the virtual victor of the October 18 presidential elections with 55.1 percent of the votes, after 100 percent completion of the official count published by the Supreme Electoral Tribunal (TSE) Friday.

He served as Bolivia's President for nearly 14 years, from 2006 to 2019, after winning three consecutive elections.

With the backdrop of the COVID-19 pandemic and an economic slide, the vote was a body blow for Bolivia's centrist and conservative parties, which played only a bit-part role in Morales' near 14-year administration.

Arce scored a 26-point victory over his biggest competitor to be declared the victor of the Bolivian elections, one year after elections were annulled when former President Evo Morales got 47 per cent of the votes.

Anez was sworn in previous year after Morales, who now lives in Argentina, resigned and left the country amid allegations of electoral fraud.

Venezuela's Foreign Minister Jorge Arreaza assured on Friday that Bolivia taught a dignity lesson by showing the people's support to the Movement Towards Socialism (MAS) to resume the democratic thread in that country.

The official count shows Arce, the victor of the elections, with 55.1 per cent of the votes.

Some right-wing supporters have taken to the streets in protest at suspected fraud but worldwide observers including the OAS, the European Union and the Carter Center confirmed the election was clean and transparent.

"With 88% participation, Bolivians set the second highest record in our history and one of the highest in Latin America in the 21st century", he told reporters.
