In tiers one and two, there will be capacity restrictions in place that mean a maximum of either 50 per cent of conventional capacity or 1000 audience members will be able to watch shows (whichever is the lowest).
Downing Street sources confirmed that the full details of the Christmas plan will be announced later this week, possibly as soon as Tuesday, once it has been signed off by the devolved administrations in Scotland, Northern Ireland, and Wales as part of a UK-wide approach.
The system includes three tiers, and it will go into effect when England exits its lockdown on December 2.
The RFU are yet to decide whether they will seek to admit fans to the final of the Autumn Nations Cup at Twickenham on December 5, with a maximum of 2,000 likely to be permitted as London will nearly certainly be in Tier 2 or Tier 3.
The government has also announced that travellers arriving in England will be able to end their quarantine period with a negative Covid test after five days from December 15.
Johnson continues to face anger from his own MPs over the plan for continued COVID curbs, with New Forest West MP Desmond Swayne warning his party leader Monday that "the last ruler that told us how we may or may not celebrate Christmas was Oliver Cromwell".
It follows positive results from Pfizer and Moderna, but none of the jabs have yet been approved for use.

As well as the progress on vaccines, Mr Johnson pointed to the expansion of rapid mass testing as a way of returning to something approaching normality.
Some are bound to criticise Tier 3 (very high alert) restrictions, which mean that bars, cafes and restaurants must remain shut except for takeaway services, and that households can not mix except in public places outdoors.

Labour leader Sir Kier Starmer questioned the system, saying it closely resembled the old three-tier system that "did not work" and resulted in the current lockdown situation.
However, household mixing indoors will remain banned across most of England. Up to six people can meet outdoors.
But in areas subject to the harshest, tier-three restrictions, pubs, bars and restaurants will have to run a takeaway-only service.
Gyms and leisure centres allowed to reopen across all tiers.
In Tier 1, people are still expected to work from home where possible and in Tier 2, alcohol can only be served in hospitality as part of a "substantial" meal. Full details on what you can do in each tier here.
Johnson said that the tiers will be a "uniform set of measures", without room for negotiation.
Mass testing has been taking place in Liverpool over recent weeks.
This could include allowing people who test negative greater freedoms and the prospect of a daily test replacing precautionary self-isolation for people who come into contact with a coronavirus case.
