No countries have been added to or removed from the UK's list of travel corridors, but a new "business traveller" exemption from quarantine has been announced.
Shapps said the change will allow "more travel to support the economy and jobs".
However, shadow transport secretary Jim McMahon said the announcement was divisive, describing it as "one rule for some and another rule for everyone else".
The Transport Secretary, Grant Shapps, announced yesterday that "high-value" executives will not need to self-isolate upon arrival in England from December 5, while holidaymakers returning from countries on the "red list" still have to quarantine.
The Department for Transport subsequently published details of the proposals and said people will have to "meet a set of required criteria" in order to be awarded the business exemption.
In a more detailed statement, the Department for Transport said that the high-value business exemption would apply to people undertaking specific business activity which would deliver a significant benefit to the British economy.
The DfT said sectors such as media and elite sport were also selected for exemption from quarantine as they "require specific, high-talent individuals who rely on global connections".
Further information will be issued once the new rules come into force.

Travellers will have to demonstrate they qualify with an exemption letter that shows they are delivering business benefits to the United Kingdom, which will be checked by police or Border Force.
A spokesperson for the DfT told Sky News that certain media and sports people had been included because they were "specific, high-talent individuals who rely on global connections".
It added: "PHE (Public Health England) do not anticipate these changes will raise the risk of domestic transmission, due to the protocols being put in place around these exemptions, however all exemptions will remain under review".
The move by Mr Shapps could further open up crucial travel links between the United Kingdom and the USA which have been on life support for months.
As things stand, all passengers arriving in England from overseas are required to self-isolate for 14 days, unless they are coming from a country included on a safe travel list available on the United Kingdom government website.
If the result was negative, people would then be released from self-isolation.
