Some say Kim Jong Un may have demoted his sister - considered by many to be North Korea's second-most powerful official - over general policy failures.

Kim said the country must do everything it can to increase nuclear war deterrence and build maximum military capability.

The development is a surprise because Kim Yo Jong, who became an alternate member of the Politburo previous year, was widely expected to receive full bureau membership during a congress of the ruling Workers' Party that ended Tuesday. Outside experts say such sectors would be crucial to North Korean hopes to revitalize industrial production that has been decimated by sanctions and halted imports of factory materials amid the pandemic.

North Korea watchers say the promotion may be aimed at boosting Kim's authority ahead of Biden's inauguration on January 20 as denuclearization talks with the United States remain deadlocked.

Foreign currencies have been broadly used in both trade and private market transactions in North Korea since 2009 when a botched currency revaluation under the rule of Kim's father sparked hyperinflation and public unrest.

Kim Yo Jong rose to global prominence after her brother's high-stakes nuclear diplomacy with President Trump and other world leaders in 2018 and 2019.

KCNA reported that the congress will be followed on Sunday by a meeting of the Supreme People's Assembly, the North's rubber-stamp legislature. Their diplomacy deteriorated after the collapse of their talks in Vietnam in February 2019, when the Americans rejected North Korea's demand for major sanctions relief in exchange for a partial surrender of its nuclear capabilities.

The North's weapons programmes have made rapid progress under Kim, including by far its most powerful nuclear blast to date and missiles capable of reaching the entire continental United States, at a cost of increasingly stringent global sanctions. While the country is believed to have accumulated at least dozens of nuclear weapons, outside estimates on the exact status of its nuclear and missiles programs vary widely.

The North Korean leader declared the USA the "biggest main enemy" and said he would do "everything" to advance Pyongyang's nuclear and military capabilities, laying out a renewed diplomatic challenge to the incoming Biden administration.

North Korea's state-run Korean Central Television reported Kim's closing remarks at the congress, which started on January 5.

When the eight-day congress, the first of its kind since 2016, opened last week, Kim Yo Jong, who is thought to be about 32, sat on the leadership podium, standing out amid the often elderly, overwhelmingly male party cadres.

In her statement Wednesday, she slammed South Korea for provoking the North with its announcement that it had detected intelligence that North Korea held a military parade or a rehearsal for such a parade this week.

"The (South Koreans) are a truly weird group hard to understand".

North Korean state TV has not shown a military parade as of Wednesday morning.

The military plans announced during one of the biggest political events in North Korea in the last five years may sound threatening - and it is indeed a threat.
