In 2015, the Obama administration removed Cuba from the State Sponsors of Terrorism list, which now includes North Korea, Iran and Syria.

Secretary of State Mike Pompeo announced the step, citing Cuba's continued harboring of US fugitives, its refusal to extradite a coterie of Colombian guerrilla commanders and its support for Venezuelan leader Nicolás Maduro.

"With this measure, we will once again hold the government of Cuba responsible and send a clear message: the Castro regime must end its support for global terrorism and the subversion of American justice", he a press release, referring to former Cuban leaders Fidel and Raul Castro.

'The United States will continue to support the Cuban people in their desire for a democratic government and respect for human rights, including freedom of religion, expression and association'. In May 2015, then Barack Obama administration officially removed Cuba from the list, clearing a major obstacle to reestablishing diplomatic ties between the former Cold War rivals.

The previous Obama Administration had removed this designation, which subjects Cuba to sanctions that penalise persons and countries engaging in certain trade with it, restricts U.S. foreign assistance, bans defence exports and sales, and imposes certain controls on exports of dual-use items.

Cubans see the blacklist as helping the US justify the long-standing embargo on the island and other economic sanctions that have crippled its economy.

Cuba has said it will not hand them over due to its role mediating between the ELN and government.

Taking Cuba off the list will require a review process that could take months, delaying any new initiatives to roll back Trump-era policies.

Since Trump took office, after a campaign that attacked Obama's moves to normalize relations with Cuba, ties have been increasingly strained.

In May 2020, the State Department added Cuba to a list of countries that do not cooperate with USA counter-terrorism programs.
