"While the policy objectives in these executive actions are bold, I want to be clear: the legal theory behind them is well-founded and represents a restoration of an appropriate, constitutional role for the President", Klain said.

Biden's proposal lays out what would be the most sweeping and comprehensive immigration package since President Reagan's Immigration Reform and Control Act of 1986, which granted legal status to 3 million people who were in the country without documentation.

According to a memo circulated on Saturday by Ron Klain, Biden's incoming White House chief of staff, the new US administration will launch a spate of reversals on policies implemented by US President Donald Trump over its first 10 days in office.

All of these crises demand urgent action.

According to the official, Biden is expected to ask the Department of Education to extend the existing pause on student loan payments and interest for millions of Americans with federal student loans, re-join the Paris Agreement, and reverse a Muslim Ban.

Additionally, Biden will sign an order requiring masks on federal property and for interstate travel. Biden has said he'll use part of his inaugural address to urge Americans to commit to wearing masks for at least 100 days to help slow the spread of the coronavirus pandemic that has now killed nearly 400,000 Americans.

On Thursday, the new president's second day in office, Biden would sign orders related to the COVID-19 outbreak aimed at reopening schools and businesses and expanding virus testing, Klain said. The next day, Biden will direct his Cabinet to work on delivering economic relief to families most affected by the crisis.

In the following week, Klain said, Biden would take additional actions relating to criminal justice reform, climate change and immigration - including a directive to speed the reuniting of families separated at the U.S. -Mexico border under Trump's policies.

He will take first steps to expand access to health care - including for low-income women and women of colour.

These executive actions will deliver relief to the millions of Americans who are struggling in the face of these crises. Biden will take action not just to reverse the gravest damages of the Trump administration but also to start moving our country forward, he asserted.

These actions will change the course of COVID-19, combat climate change, promote racial equity and support other underserved communities, and rebuild the economy in ways that strengthen the backbone of the country - the working men and women who built the nation, Klein wrote.

Authorities in Washington, where Wednesday's inauguration will take place, said they arrested a man with a loaded handgun and more than 500 rounds of ammunition at a security checkpoint, underscoring the tension in the U.S. capital which is resembling a war zone.

Klain wrote that Biden will also submit a broad immigration proposal to Congress.

Recall that during the early days of his administration Trump had placed travel bans on Chad, Iran, Libya, North Korea, Somalia, Syria, Venezuela, and Yemen - most of which are majority Muslim.
