Journalists traveling to Wine's residence for a press conference were turned back by security forces before reaching his home.
In a phone interview from his home, which he said was surrounded by soldiers, Mr Wine urged the worldwide community to "please call General Museveni to order" by withholding aid, imposing sanctions and using Magnitsky legislation to hold alleged human rights abusers accountable.
The singer-turned-MP was among 10 opposition candidates and came second with 34.8 per cent of the votes.
The Electoral Commission said final counts showed Mr Museveni won 5.85 million votes, or 58.6 per cent, while Mr Wine had 3.48 million votes.
He said turnout was 57.22 percent of the nearly 18 million registered voters.
Mr Museveni, in a wide-ranging speech on state television after the announcement, thanked his supporters and said that now, "the only thing to avoid is violence".
Ugandans voted in the poll on Thursday amid the internet shutdown.
They also followed one of the bloodiest campaigns in years, with harassment and detentions of opposition figures, attacks on the media and the deaths of at least 54 people in protests in November, on one of the multiple occasions when Bobi Wine was arrested.
Wine, whose real name is Robert Kyagulanyi, has said he has video proof of voting fraud that he will share once internet connections are restored.
The army's deputy spokesman Deo Akiiki said the soldiers were there to provide security and had stopped three people who tried to "access the house".

And for many in the country, where the median age is 16, Museveni's glory days are no longer relevant or sufficient.
This month, Wine petitioned the International Criminal Court over alleged torture and other abuses by security forces and named several officials including Museveni.
His newly formed NUP party is on track however to become the main opposition party in parliament, notably winning eight of nine constituencies in the capital Kampala.
