US executes 13th convict under Trump administration

Higgs was convicted in the killings of three women in a wildlife refuge in 1996, but until his death denied ordering their murder.

Death row inmate Dustin Higgs has become the 13th and final prisoner to be federally executed under Donald Trump's presidency.

With a 13-person death toll, no president has overseen as many federal executions over a 120 year period, noted a report from Al Jazeera.

No apologies were made for the things he was convicted for, on the night 25 years ago where the women by shot by a man named Willis Haynes who received a life sentence. Haynes, who confessed to being the shooter, was sentenced to life in prison, while Higgs was sentenced to death in a separate trial, a disparity that his lawyers say is grounds for clemency.

Over dissenting votes from Justices Sonia Sotomayor and Elena Kagan, the Supreme Court refused to delay Mr. Johnson's execution despite the fact that no court had reviewed this evidence or addressed the merits of his claim under modern medical standards for evaluating intellectual disability.

Since resuming federal executions last year after a 17-year hiatus, Mr Trump, a long-time proponent of capital punishment, has overseen more executions than any US president since the 19th century.

The prosecution against Higgs came in the wake of the 1994 Crime Bill, which prompted federal prosecutors to look for cases that could warrant the federal death penalty. For the first time in 20 years due to her restricted finances, Wingate was finally able to visit her brother in the Terre Haute facility ahead of his execution.

Turning her attention to all of the executions Sotomayor wrote: "To put that in historical context, the Federal Government will have executed more than three times as many people in the last six months than it had in the previous six decades".

He maintained his innocence up until his final statement, saying: "I'd like to say I am an innocent man, I did not order the murders".

Higgs had told the court that carrying out the sentence after his COVID-19 infection would be cruel because the resulting lung damage would cause a lethal injection of pentobarbitol to give him the sensation of drowning.

"They don't have freedom at all in any sense of the word", she said in an interview on Friday, before Higgs was executed.

Among the 12 people put to death since then was, for the first time in almost 70 years, a woman - Lisa Montgomery, executed Tuesday despite doubts about her mental health.
