Ms. Pittman said on January 4 her predecessor, Steven Sund, requested the Capitol Police Board, which oversees the department, declare a state of emergency and authorize a request for the National Guard to support the department's officers.
Aside from lax preventative measures and insufficient troop figures, Pittman also informed the members of the committee - which funds the Capitol Police - that officers were not given the proper tools, and that a faulty communication system within the US Capitol prevented officers from understanding what orders were being handed down by leadership.
Officers who have spoken to the AP described being overrun by insurrectionists who in many cases were more armed than they were. Instead, additional personnel had to bring officers more munitions.
At least 31 police officers in law-enforcement agencies across the United States are under investigation over their suspected role in the January 6 Capitol riot, reported the Associated Press. It also came as advisers to then-President Trump, including former General Michael Flynn, argued that Trump should declare martial law and use the military to "re-run" the 2020 election.
In the weeks since the attack, security has been heightened around the Capitol and in Washington in general, with 2.4-metre-high fencing surrounding the perimeter and National Guard troops brought in for Joe Biden's presidential inauguration on January 20. We knew that militia groups and white supremacist organizations would be attending.
"We also knew that some of these participants were intending to bring firearms and other weapons to the event", she said.
Due to the potential for violence, Sund requested on January 4 that the Capitol Police Board declare a state of emergency and authorize a request for National Guard support, but the board denied the request, Pittman said. But Pittman suggested that it was the need for "an open campus in which lawful protestors could exercise their first amendment right to free speech" that doomed the force's ability to defend the Capitol. Pittman said the death of a second officer was indirectly linked.

According to CNN and the New York Times, 38 Capitol police officers tested positive for the virus in the two weeks between January 6 and last Friday.
Pittman said that the Capitol's security infrastructure needs updating "and that the Department needs access to additional resources - both manpower and physical assets" to be better equipped in the future.
We're told the feeling among the police officers is. Pittman suggested that that order "may not have been consistently followed", leaving more openings for the mob to enter.
Security was bolstered on Joe Biden's inauguration day with 25,000 members of the National Guard deployed.
Police officers had to aid in the "extraction of Members from their offices" and later went to individual offices where staff members had barricaded themselves in. "We have treated the process of review seriously from the beginning and thank those who contributed and in coordinating a response in a quick, objective and lawful manner".
The Washington Post previously reported that the Capitol Police requested was rejected by congressional security officials because they anticipated House and Senate leaders wouldn't want troops stationed around the Capitol.
