Biden revoked a permit for the Keystone pipeline, which would transport 830,000 barrels a day of carbon-intensive heavy crude from Canada's Alberta to Nebraska, on his first day in office last month, as part of a flurry of executive orders aimed at curbing climate change.

The transatlantic alliance is back.

The US was even more vocal in framing the friction as an ideological struggle of democracies against autocracies - a central theme of Mr Biden's message.

"We share democratic values and alarm over expanding repression, such as in Xinjiang".

"On her flight deck will be a squadron of F-35 jets from the U.S. Marine Corps; among her escorts will be an American destroyer, showing how the British, American and European armed forces can operate hand in glove anywhere in the world", he said.

"Historians will examine and write about this moment".

"It's an inflection point".

"We can no longer delay or do the bare minimum to address climate change", Biden said, just hours after Washington formally returned to the Paris Accord.

"The Kremlin attacks our democracies and weaponises corruption to try and undermine our system of governance", he said.

Sullivan has been advising Biden to create "a position of strength" by teaming up with European allies to face the challenges posed by China and Russian Federation.

Vladimir Putin was seeking to weaken North Atlantic Treaty Organisation, and to undermine transatlantic unity and resolve by "bullying" individual states, he said.

The president said Chinese companies must be held to the same standards as USA ones, the intellectual property of others must be protected, and "norms of behaviour in cyberspace" must be established.

North Atlantic Treaty Organisation chief Jens Stoltenberg, speaking via video link at the Munich event, echoed Biden's concerns about China.

"The rise of China is a defining issue for the transatlantic community with potential consequences for our security, our prosperity and our way of life", he said.

"That is why North Atlantic Treaty Organisation should deepen our relationships with close partners, like Australia and Japan, and forge new ones around the world".

But he added: "We must also address Iran's destabilising activities across the Middle East".

Biden's pivot is getting good reviews in Europe. On Thursday, U.S. Secretary of State Antony Blinken spoke with his Quad counterparts - Japanese Foreign Minister Toshimitsu Motegi, Australian Foreign Minister Marise Payne and Indian External Affairs Minister Subrahmanyam Jaishankar - on Myanmar, the East and South China seas, North Korea, COVID-19, and climate change.

French President Emmanuel Macron also spent most of his speech championing his top priority of European "strategic autonomy" from the United States as Washington focused more on Asia.

"If we are too dependent on the USA within North Atlantic Treaty Organisation we can put ourselves in the situation of no longer being protected at our borders", he told the Munich conference.
