"Patriots" included those who loved China, its constitution and the Communist Party and excluded anti-China "troublemakers", said Xia Baolong, director of the Hong Kong and Macao Affairs Office of the State Council, China's cabinet. Some secessionists and extreme anti-government forces spread secessionist ideas, opposing the authority of the central government, instigating dissatisfaction toward the mainland and recklessly interfering in the governance process of the HKSAR government, forcing society as a whole to pay a heavy price for it.

The Communist Party government in Beijing is thought to have been concerned by pro-democracy candidates sweeping Hong Kong's local elections in 2019, and it has since claimed major flaws in the city's electoral system.

Hong Kong leader Carrie Lam said her government would fully co-operate with Beijing in its role in improving the former British colony's political system.

Hong Kong has never been a democracy - something that has fuelled protests and resentment towards Beijing. "While the package adopted in July was well received at the time, the EU's position is coming under increasing scrutiny as the situation deteriorates".

The Bill potentially paves the way for the mass disqualification of pro-democracy politicians who took nearly 90 per cent of 452 district council seats in Hong Kong in the 2019 elections, defeating the pro-Beijing camp.

Beijing's top official for the city said on Monday that China faces the "critical and urgent" task of overhauling Hong Kong's electoral system.

Chinese lawmakers will meet at an annual legislative session in early March, where legislators will vote on changes to the special administrative region's 1,200-member committee, reports revealed. That influence was eroded when the government delayed a Legislative Council election in September past year that could have seen democracy advocates score another win.

China has taken various steps to stamp out dissent in the former British colony since the sometimes-violent protests, most notably by imposing a sweeping national security law past year.

One direct reason for "anti China" movements in Hong Kong was that the principle of patriots ruling the city was not fully implemented, Xia said. "Many public officers on the front lines in recent years have been intimidated, threatened and insulted in carrying out their duties", she said.

He called for stopping what he described as anti-China groups that bring turmoil to Hong Kong and proxies of worldwide anti-China forces from infiltrating government organizations.

Mr Henry Wong, a pro-democracy councillor from suburban Yuen Long, said he was still deciding whether to take the oath under the new law. "It applies to various aspects of the political structure, including the executive, the legislative, the judiciary, the District Councils and the civil service".
