  • COVID-19 good news as states consider easing restrictions

This could see masks only being made mandatory for indoor setting like shopping centres, supermarkets and on public transport. The limit on outdoor gatherings in public places such as beaches and parks was increased to no more than 100 people.

Restrictions will also lift across hospitals and aged care facilities, though the Premier said these facilities can still implement their own restrictions if they deem it necessary.

Density limits in pubs, clubs, shops, and other venues will remain at one person per two square metres, as long as patrons sign into the venues with QR codes for contact-tracing purposes.

"That is very important, in terms of retail trade, hospitality, food and beverage - that whole part of the economy", said Victorian Premier Daniel Andrews.

In gyms, the density limit remains one per four square metres, with exercise classes limited to 50 indoors and 100 outdoors.

NSW also marked its 38th day without a local case, a record for the state, which is continuing to ease restrictions.

It has reported just under 29,000 cases and 909 deaths - majority in Victoria - since the pandemic began.

"That'll be something approaching normal which is something that Victorians have absolutely earned", he said.

Mr Andrews said the two new locally acquired cases were primary close contacts of pre-existing cases and had been isolating in hotel quarantine during their infectious period.

"It does speak to the fact this United Kingdom strain, you can very late in that 14-day period become positive", he said.

The zero new cases came from over 10,000 tests, and there are now 15 active cases in the state.

The rules are expected to return how they were during Christmas time.

"We can ease these restrictions with confidence... thanks to the efforts of every single Victorian", Mr Andrews said.

"That's what's delivered this outcome".
