The city entered its second lockdown on November 23 of a year ago and Premier Doug Ford issued another state of emergency and eventually transferred the province into lockdown on Boxing Day with a stay-at-home order going into effect on January 14.

Toronto, Peel and North Bay Parry Sound District public health regions will be moved out of the shutdown and into the revised framework, with the Stay-at-Home order no longer in effect.

In addition to Sudbury, six other public health regions are being moved to new levels in the framework, the province said Friday.

Those areas include Peterborough Public Health and Simcoe-Muskoka District Health Unit (moving to red); Haldimand-Norfolk Health Unit (orange); Haliburton, Kawartha, Pine Ridge District Health Unit and Renfrew County and District Health Unit (yellow).

"Our government is taking a safe and cautious approach to returning to the Framework and due to our progress, all regions of the province will soon be out of the province-wide shutdown", said Deputy Premier and Health Minister Christine Elliott in a statement.

"Despite this positive step forward, a return to the Framework is not a return to normal. As we continue vaccinating more Ontarians, it remains critical for everyone to continue to follow public health measures and stay home as much as possible to protect themselves, their loved ones and their communities".

Toronto is moving into the Grey Zone starting next week, which will see all retail open.

The limit for supermarkets, other locations that primarily sell groceries, convenience stores and pharmacies will be 75 per cent, while all other retail, including discount and big box retailers, liquor stores, hardware stores and gardens centres, will have a capacity of 50 per cent.

Entering the grey zone also means that outdoor gatherings of up to 10 people will be permitted once again. Masks are strongly recommended when outside.

Indoor facilities and recreational sports will remain closed, but outdoor ski, ice and snow recreational amenities can open for recreational purposes.

All other restrictions from the four other stages will continue in the grey-lockdown phase.

Speaking to CP24 on Friday, Mayor John Tory said that while some members of the public are keen to see restrictions eased even further in Toronto, the city's case numbers are still too high.

Toronto and Peel will go into the "grey lockdown" and North Bay-Parry Sound go into the red zone.

The province's chief medical officer says he's concerned about test positivity rates and more infectious variants in those regions, and that the reopening must be cautious.

"From the period of February 23 to March 2, case rates in North Bay Parry Sound District have decreased by 84.6 per cent to 3.1 cases per 100,000 people and the number of hospitalizations has shrunk from 1 to 0", the province said in a news release.

This is the first time in three consecutive days that the province has added more than 1,000 new cases of the novel coronavirus.
