Police officers in the U.S. were seen laughing as they watched a video of a 73-year-old woman with dementia being arrested as her shoulder is said to have "popped".

KDVR reported that the booking video appears to show three officers watching the bodycam footage of Karen Garner's arrest.

Police bodycam footage shows one of the officers slamming the 73-year-old to the ground, causing her a fractured elbow and dislocated arm.

Ms Scheilke, who is representing Ms Garner in a case against the Loveland Police Department, released the video via her YouTube channel.

Mr Hopp has been placed on administrative leave and Ms Jalali and the third officer seen in the surveillance video have been reassigned to desk duties until the various investigations are completed. After a struggle with Hopp and a second officer, identified in the suit as Daria Jalali, Garner is hog-tied at her ankles and forced into the police vehicle.

The report said a female officer said she hated watching the video and one of the men laughed, and said, "I love it".

Her family says she left without paying out of confusion.

She is then pressed against the hood of a patrol vehicle and officers push her left arm up near her head. "I was like 'oh no, '" he said.

A store employee retrieved the items - which totaled $13.88, according to the suit - and officers confronted Garner while she was walking home. She received no medical care for about six hours after she was taken to jail.

Ms Garner's daughter-in-law, Shannon Steward, told the Denver Post the arrest had worsened Ms Garner's dementia.

Loveland Police spokesperson Tom Hacker issued a statement to CNN saying, "All matters related to the arrest of Loveland resident Karen Garner in June 2020 are subject to a criminal investigation, ordered by the 8th Judicial District Attorney and conducted by Fort Collins (Colorado) Police Services". His body camera footage shows Hopp catching up to her as she walks through a field along a road.

'Ready for the pop?' Hopp is heard saying in apparent reference to Garner's arm coming out of it's socket.

"She was bleeding from the nose, forehead, and wrist, all over herself", the suit says, adding that she was "crying for home".

In the police station video, Hopp says he is a little anxious that Garner is "like senile and stuff". Several times, he and the other officers say she fought with police and Hopp says she got her handcuffs halfway off.

The arrest and footage are being investigated by a team of outside law enforcement agencies.

CNN has contacted the Loveland Police Officers Association for comment about the initial incident as well as the amended complaint and additional video footage from the police station but did not receive a response Monday night or Tuesday.

In a statement, the department said it takes the allegations of excessive force seriously "and shares with the community the concerns about video images that became public on Wednesday". "LPD has faith in the due process that this investigation allows for", it said in a statement. Hopp can be heard asking Jalali, and later explaining that her shoulder was probably dislocated.

Garner's lawyer Sarah Schielke filed a civil lawsuit against the police department stating the officers knew the aged woman was injured. "... If I didn't release this, the Loveland Police's toxic culture of arrogance and entitlement, along with their horrific abuse of the vulnerable and powerless, would carry on, business as usual".
