State COVID rate drops below 1.5% for 1st time since October

New York will drop capacity limits and almost all other restrictions on restaurants starting May 19, the same day New Jersey and CT lift their curbs on dining out, New York Gov. Andrew Cuomo said Monday. It follows updated guidance released by the CDC last week, which said people do not need to wear masks outdoors where social distancing is possible. In anticipation of the reopening, on May 17, 24/7 subway service will resume.

"New Yorkers have made tremendous progress", Cuomo said. "All the arrows are pointed in the right direction".

He said the state's positivity rate stands at 1.94% and only 37 deaths.

Starting that date, houses of worship, bars and restaurants, museums, retail stores, gyms and fitness centers, amusement parks and family entertainment centers, hair salons, spas, barber shops, offices and more will no longer be subject to any limits on the number of people they can welcome inside, Cuomo said.

The reopening plan, which applies across the New York, New Jersey and CT, will lift restrictions on theaters, restaurants, museums, shops and Broadway, which was specifically mentioned. The curfew on indoor service will not be lifted until May 31.

The percentage of New Yorkers who have had at least one vaccine dose is 46.5%, while the percentage of New Yorkers with the completed vaccine series is 34.9%. On May 19, the capacity at large outdoor stadiums will expand to 33 percent.

Meanwhile, indoor gathering limits will increase to 250 up to 500, with the latter being contingent on testing or proof of vaccination.

Andrew Cuomo announced that all capacity restrictions will be removed on businesses, including Broadway, starting May 19. If that can be produced, the distance requirement will be waived.

However, as a practical matter, some may not be able to, because the six-foot distancing rule remains in effect.

The May 19 reopening preempts the plan New York Mayor Bill de Blasio outlined just days ago to re-open his city fully on July 1. Ultimately, the state controls the reopening of localities.

The 30-second ad will be running on Cuomo Prime Time, as well as other CNN programs like New Day and The Situation Room, targeting key markets in New York City and Washington, DC.

Hospitalizations are down 33% over the last two weeks, Cuomo said.

"Overnight workers like waitresses, bartenders, and more depend on Transit to get around in the late-night hours".

NY is coordinating the end of the capacity limits with New Jersey and CT, which will lift their rules at the same time, Cuomo said.
