House Homeland Security Committee Chairman Democrat Bennie Thompson of MS and Katko, however, decided a 10-person committee with equal partisanship is necessary to move forward.

The 9/11-style panel would comprise 10 bipartisan members: five of them, including the chair, would be appointed by the House speaker and the Senate majority leader; the other five, including the vice chair, would be appointed by the minority leaders of the House and Senate. The commission would have the power to subpoena witnesses, but not without an agreement between the Democrat-appointed chair and the Republican appointed vice chair, or a majority vote of the panel. It would have subpoena power and be charged with issuing a final report by December 31, along recommendations to prevent future attacks.

"There has been a growing consensus that the January 6th attack is of a complexity and national significance that what we need an independent commission to investigate", said Rep. Bennie Thompson (D-Miss.), chairman of the House Homeland Security Committee, announcing that he had struck a deal with the panel's top Republican, Rep. John Katko (R-N.Y.). "I am pleased that after many months of intensive discussion, Ranking Member Katko and I were able to reach a bipartisan agreement". "Inaction - or just moving on - is simply not an option".

It's not immediately clear if House Republican leaders will go along with the deal negotiated by Katko.

The commission vote will likely be followed by a vote on emergency funding to bolster security at the Capitol. Republicans would appoint the vice chair.

The proposed 10-person commission, which emulates the panel that investigated the causes and lessons of 9/11 terrorist attacks, would be charged with studying the events and run-up to January 6, with a focus onwhy an estimated 10,000 supporters of former president Donald Trump swarmed the Capitol grounds and, more importantly, what factors instigated about 800 of them to break inside.
