A Different Voting System Gets a High-Profile Test

The polls are closed.

New York City residents cast ballots in a Democratic primary Tuesday that will all but certainly select the next mayor tasked with shaping the post-pandemic future of America's largest metropolis.

Both Ms Wiley and Ms Garcia would be New York's first female mayor; Ms Wiley and Mr Adams would be its second black mayor. "A little boy, laying on the floor of the 103rd Precinct, assaulted by cops, now could become the mayor to be in charge of that same police department".

For the first time, New Yorkers are choosing their mayor in a ranked-choice system, with voters ranking their top five candidates in order of preference.

Ranked choice vote counts take place in rounds via software approved by the New York State Board of Elections, with the last-place candidate eliminated in each round.

NY is a Democratic stronghold and the party's candidate is likely to be its next mayor after November's vote. That process continues until only two candidates are left.

More than 191,000 people voted during the nine-day early voting period that ended Sunday.

The new voting system, which asks voters to rank up to five candidates in order of preference, makes predictions nearly impossible. The BOE will release an updated count with mail-in ballots on July 6th.

Absentee and affidavit ballots have yet to be counted in the race, according to the elections board.

Besides Adams, Garcia, Wiley and Yang, other contenders in the Democratic contest include City Comptroller Scott Stringer, former US Secretary of Housing and Urban Development Shaun Donovan, former Citigroup executive Ray McGuire and nonprofit executive Dianne Morales.

The next-closest finisher behind Adams is progressive Democrat Maya Wiley, who offered voters a vastly different approach to public safety.

Concern over a rise in shootings during the pandemic has dominated the mayoral campaign in recent months, even as the candidates have wrestled with demands from the left for more police reform.

He denounced the "defund the police" slogan and proposed reinstating a disbanded plainclothes unit to focus on getting illegal guns off the streets.

Unless a candidate immediately garners more than 50 percent of the votes - an unlikely scenario - the candidate who came in last is eliminated, and the ballots cast for them are redistributed to voters' second choice, and so on until a candidate finally exceeds the 50 percent threshold.

But the city is now coming back to life - virtually all coronavirus restrictions have been lifted, and 66 percent of adults have received at least one vaccine dose. Yang would be the city's first Asian American mayor. The two held several joint campaign events, with Yang asking his supporters to rank Garcia as their No. 2 - though Garcia did not quite return the favor, not telling her voters where to rank Yang.

Sliwa does not have much of a chance to win the November general election in a city where registered Democrats outnumber Republicans by 7 to 1.

Mateo, a restaurateur who has led organizations advocating for auto service drivers and bodega owners, was endorsed by Michael Flynn, former president Donald Trump's first national security adviser.
